Hinske's "stolen base" today was a perfect example...These umpires just don't seem to care all to often.
They don't get into position correctly.
They are all very inconsistent and most seem to be more hot headed now than ever.
So, will MLB do anything? Can they?
I know the umps have a strong union.

They need to bring instant replay into the game. If the umps were actually shown to be wrong by the replay cameras they might actually start taking their jobs a little more seriously. Just look at what it did for the NFL...

Yeah, the second base ump didn't even attempt to square in on the play. He just looked over his shoulder -- I'd be run out of my high school games umping like that!
To me, that just shows his brain is somewhere else.
