What surprises me is that Darius Heyward-Bey is not an preseason All-ACC pick. I guess with the QB situation in flux (again), you just don't know if they can get the ball to him.

That is really surprising, considering the fact that I've seen him as a first round pick on some early mock draft boards.
In the grand scheme of things, preseason picks don't matter. It's all about where you are at the end of the season.

The draft is about talent, while the "All-..." awards are on production.

Well, it depends if the preseason all ACC-Picks are a prediction or a reward for last season. I'm pretty sure that it's a prediction. So, if a bunch of people are predicting Hey-Bey to have first round pick talent, then he should have first team all ACC receiver production.
