"Shooters and Chasers" by Lenny Kleinfeld. Let that sink in.

When El brought this book home from the library for me, I was...skeptical. Having read the book, I am converted.
Lenny Kleinfeld is still one of the worst author's names I've ever heard; "Shooters and Chasers" is still a terrible title; the book jacket still sucks...but the book itself...the book itself is a damned entertaining piece of fiction.
