Signing Robby Alomar, or allowing it to happen at least.
Spending the cash to sign Albert Belle and Miguel Tejada had to be looked at as positives at the times that the deals were made.

+1 to this. Robby Alomar was a superstar and one of my favorite players when he was with the Jays. Remember the days of actually having a good chance at signing premium talent?
For better or worse, the days leading up to the trade for Bobby Bonilla was also exciting, even though fans were freaking out about trading away Alex Ochoa.
Heck, I was even excited when we supplemented our already stacked lineup with Chris Sabo!
His best moves were signing Davey Johnson and Pat Gillick. Unfortunately, his management style resulted in both of them not being allowed the discretion to do their jobs, and they both left as a result. So, he neutralized his best moves within 2-3 years of making them.
3 words: Glenn "****ing" Davis!!!
Oh wait, this is what he has done right....my bad.
Seriously, in terms of players: Bringing Palmeiro (unfortunate ending) who was one of the best offensive players in baseball at the time in to play 1B. Alomar was huge as well.
However, it was probably more important that he hired Pat Gillick who brought those players in...still wonder what could be had Gillick not have left.
