So when you take into account federal funding, state funding, and the remaining cost of the project split between the city and the county, I believe there is a good chance the project happens and an excellent chance that if it does not happen some sort of variation will come of the project (such as a trolley).
Only problem is that MD is trying to work on multiple transit projects -- MARC upgrades, purple line in DC, red line in Baltimore...

The good news is that the fed seems to be willing to dump cash into transit projects, even when they are very questionable (donated $5 billion for Las Vegas / Victorville hi-speed line).

So this project is still going to need a big chunk to be picked up by the fed. Add to that I doubt the county wants it as bad as the city (outside of Edmonson Village and Canton) since it barely scrapes the county's border and the light rail's image in the county is that it brings crime to nearby neighborhoods.

I hope it gets built, and I believe that one day it will...I just wonder if it will resemble anything it looks like now. Remember, Baltimore once had a comprehensive subway system in the works and we ended up with a single line to nowhere.
