Brett Cecil: a buy-low Maryland product?

He reminds me of a Jays version of Chris Tillman in a lot of ways; once a good prospect fallen by the wayside... languishing in AAA trying to make a case for himself. His velo is down, but is he the kind of guy that a year of Brady's conditioning program could help fix? He seems like a guy the Orioles could buy low on, maybe trade a guy like Andino or Davis for.
What do you guys think about Cecil?

God knows he beat us enough times during his rookie season.

This is the reason why I think the jays will falter over the course of the season, their rotation is not that great outside of Romero. They are better, no doubt, but they are a couple pieces away as of now.
