True; I was down on the field one time taking the tour, and watched a guy pour a full 16 oz bottle of water on the cork/rubber/whatever. Within about 5 seconds, it was gone. I mean, GONE. Bone dry.
It definitely keeps the water off the field when it rains at OPACY.
That, and they can't make material changes to the playing field (changes that would impact the results of the game) mid-season. They have to do it during the off-season. So it wouldn't be earlier than 2013 even if they wanted to do it.
