Zane Chavez was signed out of an Independent league 2 years ago. He's not close to being a 6 year FA. Pedro Perez has been in the system since 2009 but his first two years were in the Dominican Summer League. I am not certain that the Latin summer leagues count against that 6 year clock.

They are not included in MILB listings of actual league play so I am sure you are right.

I do believe that years spent in the DSL do count toward minor league free agency. Teams are able to renew minor league contracts up to 6 times. Pedro Perez has only had his renewed 5 times (2010-2014) so far. He would not be eligible for minor league free agency until after next year. Players who were picked in the 2008 draft are eligible for the first time this year.
