You get 100K for each pick after the 10th round. Any money not used to sign those picks can not be used elsewhere.

Yeah. It does not work they way glenn was asking anymore. I think you explained it as well as can be done.

Yes you are.

If you do not sign someone in the top 10 the pool money allocated to that pick is lost.

That does not mean that you can not sign someone after the 10th round to an over slot deal if you have the money available.

What happened to the Astros last season is when the Aiken deal fell through and that money was removed from their pool they no longer had the funds to sign Nix.

I think you pay a dollar in fines for every dollar you go over the limit, up to 105% of the pool. After that, you start losing draft picks.
