Yes, especially the lights out relievers. Seems very fair.

I like the luxury tax too. I was opposed to hard slotting.

Overall I like, especially that they expect to get it done this week before free agency starts. I thought the old agreement ran into December...

How about removing all compensation picks, implementing a sliding scale for amateur spending based on record, and then adjusting that cap based on FA signings and losses? Like, if the Yankees sign CJ Wilson, their cap gets reduced by a certain amount and the Rangers' gets increased. Are there any glaring holes in that that I'm missing (apart from actually getting everyone to agree to it)?

Giving up draft value to sign a FA would negatively effect that FA's value on the market in much the same way compensation does. The player's union wants to get away from that.

there will be no first-round pick draft compensation

There will be slot recommendations for the first 10 rounds. No team is required to honor the individual recommendations, but there will be a cumulative number -- a bonus ceiling -- based on those recommendations assigned to each team for the first 10 rounds
