What does file and go mean?

File then go to arbitration.

He doesn't think there is a chance to reach an accord with the player and his agent.

I interpret it to mean they won't even attempt to negotiate with the player. They feel it's such a slam dunk case they'll just file their figure and go to arbitration.

I don't get the slam dunk part but maybe you are right.
