Yes, but as the preceding sentence clearly states, he must first clear waivers. Hey, I could be wrong. After all, I've been married since 1974, and have a lot of experience being wrong. I'm pretty sure about this, though.

I think as soon as Matusz is traded the Arrieta effect will kick in. This organization screwed him up, just like they did Jake.

Unless Matusz picks up 4-5 mph on his fastball and/or receives a TUE for some kind of hyper-oxygenating, Mr. Freeze-like, biomechanical suit...

...I doubt it. He's just bad. And not even remotely close to the same pitcher (by skillset) that Arrieta was/is.

When his CH is on he looks pretty good to me.

Matusz threw four scoreless innings, allowing two hits and striking out the Panda twice. His spring ERA is 0.87 (one ER in 10.1 IP) and he hasn't walked a batter. If the Orioles are shopping him, he's "presented himself well," as Buck likes to say.

The division has Ortiz in Boston, Ellsbury, McCann and Gardner in NY. Other than that it is mainly a righty dominant division offensively. Perhaps in the Orioles eyes that makes Matusz easier to move.

They're describing a different scenario in that sentence. (As I understand it).

The drafting club must keep the player on its 25-man active roster for all of the next season or put him on waivers. If a third club claims the player on waivers, the third club also must keep him in the majors all season. If the player clears waivers, he must be offered back to his original club for $25,000. A drafting club may work out a trade with the player?s original club so that the drafting club can keep him and send him to the minor leagues.

The first 3 sentences describe the drafting clubs options / outcomes. They can keep the player on the 25 man all year or put him on waivers. If they put him on waivers another team can claim him, if that team claims him they have the same restrictions. If the player clears waivers they have to be offered back to the original club.

The final sentence is basically a 'BUT' for the preceding ones. A team also has the option of working out a trade with the original club to keep the player and avoid the 25-man requirement.

R.A Dickey would be a good example for when this has happened before.

Dickey became a minor league free agent after the 2007 season. On November 28, 2007, he signed a minor league contract with the Minnesota Twins that included an invitation to spring training, but was claimed in the Rule 5 Draft by the Seattle Mariners on December 6, 2007.

On March 29, 2008, the Mariners traded minor league catcher Jair Fernandez to the Twins to retain the rights for Dickey and initially optioned him to Triple-A Tacoma, recalling him to the major league club on April 14.

Matusz had the lowest era in the bullpen during the 2nd half of the year if memory serves. Maybe Wallace and Chiti have helped him out? Will be interesting to see how he fairs...
