Where does it say that Verrett has to pass through waivers to be traded for?

It doesn't. Anywhere that I see. He has to pass through waivers to be offered back to the Mets. Then they can trade his rights to the Orioles. Or take him back and trade him somewhere else. Or keep him. Their prerogative.

Just so I get this straight. In order for the O's to trade Matusz to the Mets for Verret, he must first pass through waivers?

I have read through the major league rules and I see no statement that supports that.

The O's are not returning Verret. They are trading for him. Waivers are not needed to make a trade this time of the year.

He is not the Mets' property to trade, he is an Oriole. How can the Mets trade a player who is not on their team? To return him to the Mets so he can be claimed or traded, or, to trade a player to them to induce them to forfeit their right to claim him, he must first pass through waivers.

They may not trade for Verrett without passing him through waivers. 100 percent.

This is my understanding and I believe what wildcard is saying as well.

Like I said. 100 percent. Must pass through waivers as a rule 5 before being offered back or being traded for. Now, or later. This is not my research. So no need to debate it.

If I misspoke before so be it. It is written the way it is here.

It seems to me we are talking about several different situations here. If the O's want to return Verret to the Mets, he must first pass through waivers. If they want to trade him to another team, they don't have to waive him, but the other team must keep him on their 25 man. If the O's want to trade Matusz to the Mets for Verret and then use an option to send him to their MiL, they must first pass him through waivers?

Yes, All three correct.

Houston drafted Jason Garcia in the Rule 5 draft this year. They traded him to the O's for cash. He didn't need to pass through waivers to be traded.

Absolutely. And we can trade either of them without passing through waivers. We just can't trade for either of them. Without. And if Garcia is returned, he does not get returned to Houston. He goes back to the Red Sox.
