If the Orioles and Mets work out a deal. The Os could offer him back to the Mets then the Mets could trade him back with no restrictions.

No. He must clear waivers to either offer him back or trade with the Mets. The bottom line is he cannot be sent to the minor leagues by any team this year unless he has first cleared waivers to remove the rule 5 restrictions.

If the O's offered him back to the Mets, could the Mets outright him to the minors, or would they have to keep him on the 25 man roster?

If he goes back to the Mets, he won't be on their 40-man roster. Just like when the Dodgers took Steve Johnson in the Rule 5 and returned him during spring training. When Johnson came back to the O's, it was as a minor leaguer.

Q. What happens when I offer a player back? A. The player first is removed from your ML team and the 40-man roster and put onto waivers. At which point, neither you nor the owner of the franchise you drafted the player from can put a claim in on him.

If he is claimed by another owner, then he and his special Rule 5 status are transferred to the new club. If he isn't claimed, he will be sent back to his original franchise.

They then have 2 days to either accept the offer back for $25,000 or decline it. If they accept the offer back, the team that drafted him loses all rights to the player. If the original franchise decides to decline the option, the player then loses his unique Rule 5 status and becomes a player with no additional rights. First: can the mets and the orioles make a trade right now (Matuz for Verett) and have Verett free of the rule5 25 man roster requirement? and Second. Are we shure the correct order is Waivers, offer back to MEts for $25K (and if the mets don't want him on their 25 man roster) then Verett can be optioned to minors?

No. Asked and answered numerous times and in several threads. He would have to clear waivers first in order for his old team to trade him. Once he is clears waivers the Rule 5 restrictions are off and he can be sent to the minors.

Nothing is up in the air. I was confused for a long time as well. Now you can be unconfused as well. It is settled business.

We are certain of these issues. Yes. Actually, it has been determined that once the waivers are passed, he is no no longer on a 40 man roster and does not need optioned.
