That doesn't make sense, am I misunderstanding? Yes you are. If you do not sign someone in the top 10 the pool money allocated to that pick is lost. That does not mean that you can not sign someone after the 10th round to an over slot deal if you have the money available. What happened to the Astros last season is when the Aiken deal fell through and that money was removed from their pool they no longer had the funds to sign Nix. I think you pay a dollar in fines for every dollar you go over the limit, up to 105% of the pool. After that, you start losing draft picks. Up to 5 percent over, a team is taxed 75 percent on the amount they go over. 5-10 percent over, a team is taxed 75 percent on the amount they go over AND lose their first-round selection in the next year's draft. 10-15 percent results in a 100 percent taxation on the overage, AND the loss of first- and second-round picks in the following draft. Over 15 percent results in a 100 percent tax on the overage and they lose their first round picks for the next two drafts.
