I understand what you're saying, but there was no way that the Orioles were going to be picked. If there was really a hat, there were only 29 teams in it.

MLB will not permit the Orioles to play in Cuba. IF they do allow a team in 2016, it will be Tampa. The Orioles are not allowed to make any arrangements to do so, as they have adamantly said they wished to to commemorate their world changing home and home series. In a way, the Orioles baseball arrangement was similar to the ping pong diplomacy and other cold war ending sporting issues.
