I know that.  Remember I called Matusz to the Braves days before it happened.

In prior years you could only trade these picks during the season.  I don't know if that has changed.

That's my understanding.  Then the teams in the 2nd rd this year(comp pick B) alternate next year and get a 1st rd pick (comp rd A).  Looks like it's just the 10 smallest markets, and we're the 9th smallest.  TB being the smallest and therefore getting the first pick this year.  That's how I'm reading into it.
