2017 4th round pick (128): Jack Conlon - RHP - Clements HS (TX)

I agree they very well may prefer to allocate resources more in favor of the MLB team.  That seems to be the way they've been operating.  I just seriously doubt the suggestion that they would knowingly draft a player that they know will sign for an over-slot offer, but offer him less than the amount they know it will require.  That just makes no sense.  If that were the case money-wise, they could much more easily just draft and sign another player that demands less.  The fact that Conlon had strong ties with the round 5 choice underscores this.  To me, everything points to the Orioles truly wanting to sign Conlon.

And yet they fully withdrew the offer making him a free agent.

Of course if this is just a ploy to make him a free agent not tied to the pool money and they come back and sign him for 2M I'll be sitting here with much egg on my face.

I can't imagine MLB would be very happy with that, I think you'd get a nice big investigation.

Unless Conlon has severe arm issues or has a Heimlich like incident in the past, I can't believe the Orioles would just forfeit a pick like this. It just doesn't make any sense.

You would think it would be worth them eating the 164K even if they released him right after.

yeah I mean Conlon doesn't even have to accept it even if he does 164K to keep a 4th round pick is cheap.

We don't yet know the reason behind this, of course, but if the Orioles suddenly realized they didn't want to sign him for health reasons, or whatever, foregoing an offer to enable him to become a free agent is a better option for the player than offering him 40% of slot, isn't it?

Sure.

What difference does that make?

Since when is the draft about doing what is best for the player?

No reason to screw the guy if you know you can't sign him.  Perhaps a relationship with an agent can be salvaged.  Who knows?

It will be interesting to find out what happened.
