Hunter Harvey 2018

Where does he pitch?  Frederick? or Bowie? I imagine he will have some kind of innings limit to start the season.  Will that affect where he pitches?  He is 23 for all of the 2018 season.

What is the best plan to ramp him up to Baltimore if his stuff holds and stays healthy (Let's assume this for discussion's sake) during ascension.

I know Roch mentioned potentially starting him at Bowie which I would think gives him an accelerated time table to Baltimore.

Maybe it partly depends on what happens this offseason.  If the Manny and/or Britton trade nets high Minors prospects perhaps they punt 2018 and look to promote the new Cavalry (yes I went there) in 2019?  Or if those trades net guys they think can help them compete now do they try and get Harvey into the Bullpen by seasons end ala-Price with the Rays.

I'd rather him not pitch in Baltimore in 2018, I'd like to see 80-100 innings if everything goes perfectly.  Starting in Frederick and promoted aggressively if successful.  I'd want him pitching longer outings (4+ innings even if that means taking extra rest between starts) in order to let him see hitters a second time and work on his changeup which is crucial to his development, without it, he's a reliever.

I’m on board with this, though it’s okay with me if Harvey starts out with 3-innings stints and builds up as the year progresses.      I’d prefer to see him closer to 100 innings than 80.

Scouting grades: Fastball: 60 | Curveball: 65 | Changeup: 50 | Control: 50 | Overall: 50

If his fastball and curve are that good then I would think an average change might be alright.  Its the control number that needs to improve.  He needs reps and he will get them if he stays healthy.

Is that from MLB, if so that is a future grade, not a current grade. I've seen it graded 35 or 40 for it's current grade.  I haven't seen him throw a single changeup from video I've seen and I haven't read an actually scouting report make specific notes about a changeup. If he has an average changeup, I'd like to see someone show me a video of it.

Its a work in progress.

" For competitive reasons, he's been saving his work on his changeup for bullpen and flat-ground sessions so as not to speed up any bats during games. "

That makes sense, because I haven't heard of anyone seeing it in games, and I sure haven't seen it in game in the video I've watched.  I'd want it to be battle tested and developed against live hitters before he sniffs the majors though.

If by some miracle the Orioles are in it in Sept and Harvey has been dominant through to Bowie, could we see him in Baltimore’s bullpen?  If they go the 3 inning root with extra rest he could have inning left in him for Baltimore.

I guess hard to say for you not knowing the status of the change up. Would he n ed it in one inning stints in the bullpen though?

I mean knowing this team, they'd do it.  I don't think it's smart. The guy could probably hold his own in a MLB bullpen right now, but if you want him to have a chance to reach his ceiling he needs development time.  Perfect outcome for me, is he dominates A+, quick promotion, dominates AA, gets a few outings in AAA, and is ready to compete for a rotation spot in 2019.

I think that outcome would be pretty good for 18. I don't want to see him in Baltimore this season either, let him get close to 100 innings in the minors and get through the year healthy.

I think if he dominates A+ (if he even begins there) and AA, they will bring him up in either August or September, similar to Scott last year, which could be atrocious.

I'm not sure about him holding his own right now though. Big difference between dominating GCL, Aberdeen and Delmarva hitters vs. MLB ones. I do hope he impresses in the Spring though and develops.

Very big difference, but he has better stuff and better command than Jason Garcia who held his own after not playing above A ball (4.25 ERA).  Not saying he'd be good, and it'd be an absolutely terrible idea, but just that he has really good stuff and enough command to get by without embarrassing himself.

I missed this part of the question.  He would not need a changeup in the bullpen, which is why I don't want him in the bullpen.  I want him using the changeup a lot this season even if it gets hit.

He's never thrown more than 87 innings in a season. Let's say he does throw 100 inning this season.

What can we really expect, even if he does break camp with the ML rotation in 2019? 150 innings limit? I know hard throwing pitchers can be fragile, but it's frustrating to have to wear kid gloves with anyone who seems to have talent. Wish we stumbled across a workhorse somewhere.

I have heard Buck sort of poo poo the whole innings limit hard cap.  Obviously you don't ask Harvey to throw 200 innings after what he has been through but after a whole year of healthy 100 inning baseball I think they would let that horse run.  Bundy pitched 169.2 innings this year.  An extra rest day here or there, not pushing him to 120 pitches in an outing will have as much or more benefit as limiting overall innings I think.
