It sounds like Chris Tillman to me.  He is in the complex.  I can't imagine that he would be there now and then leave for another team's spring training.

Tillman has to be thought of as a fifth starter  IMO.  Someone who might work out but can't be counted on.   They would still need two more starters in case he is still hurt is the way I look at it.  Glad to hear they are thinking low base salary with incentives.

I was hoping that Tillman was going to be option #6 or 7.

Sounds like he is likely going to be given a rotation spot by default.  ugh

Hopefully everything will be fixed from 2017......

He has to be thought of as a candidate for fifth starter.  

Roch’s “growing sense” that they’re on the cusp of signing a veteran starter doesn’t do much for me.

Why does this make me afraid rather than excited? 

Because if it was Lynn, we'd hear the name. Ambiguous "veteran starter" sounds very much like whoever is currently sporting a career 5.00 ERA.

Not necessarily.   The Orioles are pretty good about keeping things tight-lipped.

Roch's post heavily implies it's Tillman.. which would be fine if we're taking a flyer on him competing for the 5th or 6th spot.. but to your point, it sounds as though he's probably penciled in for the 3 or 4 spot the way Roch is wording it.  Ugh.
