Who picked them to do that?  

I know the Vegas team total win bets had Boston set at 79.5 and TB well up in the 80s.

Through two games and 1 and half innings, I'm going to say the ball is not carrying as far as the last few years.

Yep that certainly seems to be the case.  Even watching the MLBN highlight show that shows all the HRs, you don't see many of those that look like fly balls and then carry much farther.

No, it's not the right call at all. It's not the right call and any form of baseball when the infield is playing in on the edge of the grass. This is not sending a runner and making an outfielder make a good throw aggressive base running, this is baseball 101.
