I'm sure there are many considerations that come into play.  I also do believe them when they say that they have specific things they are looking for.  I would not expect them to tell us what those things are.  Ultimately it's up to you whether you believe them or not.  At the end of the day I do not think they want to fail.

I had to dig to come up with someone that:

  1. Might be considered a prospect
  2. Elias was aggressive promoting

I think they have criteria.  I think that for some players ML service time is one of those criteria.

I think they take a different approach to players that they believe are legitimate major league possibilities vs. organizational fodder.  So, if they promote someone like Grenier before HO members think the data would justify it, it may be based on a need for a player playing his position on a team with a need at that position.  Grenier certainly is not at the top of the middle infield list for prospects and I don't think they are treating him the same way that they do players like Westburg and Henderson.  I'm not sure why Rodriguez is still in Bowie.  I'd like to see him in Norfolk sooner rather than later.  But, I don't think Elias and Blood are keeping him there for no reason.

The only player that I see Elias gaming the system with is Rutschman.  I don't think anyone else is being held back for service time reasons.  Rodriguez is a 21 year-old in an age appropriate league, even though I think he'd handle AAA fine.  I still think he'll see time there this season.

Oh there's a reason.  I don't think it's related to his performance/experience though. 

Has Elias done any multi-promotions yet this season?  He may have a hard and fast rule against it. I can think of a few guys who are deserving of second promotions starting with GRod, Westburg, Mundy.

So, you think if they change the rules and guys become FAs sooner, that Elias will operate the exact same way?

If you are going to game the system with Rutschman why wouldn't you do it with Rodriguez?  Both top of the food chain prospects.  They will gain the extra year of service time if the rules allow it.

But isn't this true with every single org possibly excepting the very richest or those who gain a now advantage in a playoff race? 

Even Witt Jr.'s aggressive promotions won't result in him up prior to the cutoff next season, I'd wager.
