Now we would pick 3rd if the draft were today.  Whole lot of TANKING gonna go on before the season ends.

The new CBA is certainly gonna address this.

Why should it?

They're probably going to do an NBA style draft lottery so teams (like the Os) don't try to tank to get best draft position.   

There are other ways to rebuild.  There's the so-called "San Diego way" where you acquire valuable free agents to trade for prospects. That's how the Padres got Fernando Tatis.  

Make the worst teams draw a lottery number that determines their draft order.  It reduces their incentive to lose.

Easy solution: Give the best teams that don’t make the playoffs the top picks, followed by the worst teams, followed by the playoff teams. Nobody would ever tank under that system.
