I don't think he was talking about them being defective...I think it's a strategy teams have come up with to avoid getting a called strike if the catcher thinks it's on the verge of happening. 

I picked that up too. Don't think Palmer did.

I hear you and I’m sure it happens but would be an odd time to use that ploy, so early in the game. Not really a high leverage situation. 
 

This presumes that if you do it too much the umps will catch on.
