The rule changes have hurt Felix regarding stolen bases.  He only gave up 6 steals in 8 attempts last year.  Britton didn’t have to deal with the new rules but he was better at holding runners.

This may be a fair point.  I can’t say what either guy would have done under the other’s rules.  I feel like Félix has gotten pretty lax about even trying to hold runners though.  I’m not sure the rules are the main reason he’s been worse than last year.   But that’s unprovable.
