It seem to me there were an awful lot of 1st rounders in the O's system.  Most of them in the majors or close to the majors.    So I looked at the players on the 40 man roster, those the might be on the playoff roster, those that might be added to the 40 man roster this off season and those on the top prospect list.    It not a comprehensive list  but  13 1st rounders seems like a lot to me.

Of the 13, 9 actually have played in the majors, so we’ll see about the other 4 (Holliday, Bradford, Beavers and Johnson).   I’m sure there are stats around showing what the totals in MLB are.  Here’s one that shows the percentage of drafted players in each round who make it to the majors.  https://www.baseballamerica.com/stories/how-many-mlb-draftees-make-it-to-the-majors/  73% of first rounders make the majors, per the article.

The O’s haven’t had a complete miss on a true (non-supplemental) 1st round pick since Hobgood in 2009.   Grenier (2018) and Hart (2013), both 1:37 supplementals, were misses.  Needless to say, the higher the pick, the better the chances.

Cody Sedlock?  Obviously there were injuries but pretty close to a miss there.

Yeah, I was using "complete miss" to mean a guy who never made it to the majors.  Sedlcok is .0001 inch over that line, with one major league appearance.   But in real world terms, I'd certainly say he was a miss.

I've always been a little dubious about the number. I think teams are willing to give a shot to first-round picks because it's hard to concede the pick wasn't a success. I'd be curious how many first-round picks become even an average MLB player.
