Even considering that Mateo had to make wait to see whether Pham caught the ball, he still should have been halfway to third (no point tagging up in that situation) and should have still scored easily once it became clear that Pham had not caught the ball.  Was Mateo really tagging up?  What the hell is going on?

Cedric wasn't running from 3rd in case he had to tag up. Should Mateo have stayed 3 feet away from him?
