Check out this comparison: Player A (2006, Delmarva, age 23.5): 2.54 ERA, 3.2 BB/9, 14.6 K/9, 0.64 HR/9 Player B (2007, Delmarva, age 23): 1.85 ERA, 3.1 BB/9, 11.8 K/9, 0.37 HR/9 Player A is of course, Jim Hoey, and player B is Perez. This is not an attempt to compare them in terms of style or skill...Hoey is a big classic power pitcher, while Perez is a small lefty with a nasty breaking pitch. But the peripherals show that Perez, who has very strong GB tendencies as well, is too good to be at Delmarva. They showed the same for Hoey, who quickly advanced through the system last year. But for some reason Perez has not been advanced. Perhaps they have a notion of making him a permanent starter...and this is probably why he is being limited to 4-5 innings each time. I would guess that the O's see something in him and don't want to risk hurting his arm. Either way, although he needs to be moved up it's hard to argue with the numbers he's put up.
