From what I saw on social media, it looks like the Collective Bargaining Tax implication is in the neighborhood of $40-45 mil per season.

Kind of makes sense. Newsome won't have his tax consideration from Ohtani. His $680 million paid out in the 10 years after his current 10 year contract.

The MO has been to save about 500k to use toward the end of the signing period for a player that might have just become eligible and other teams of spent their allotment.
