I don't think it comes up as often as you do. Keep in mind not only do you need a stolen base you need to have a situation in which you can replace the baserunner with Mateo and not hurt your chances more than the value of the stolen base. You aren't going to run for Adley in the third for instance.
Don't forget the part where someone else jumps in to support the person I'm disagreeing with and when I'm shown to be right are strangely silent.

It's easy to come up with scenarios in which having him on the team saves the day but how likely is that to happen? Is it worth the cost of having him on the roster?

I know what the OP is saying and I agree with it.
I'm curious where the 11 seconds came from because it doesn't seem realistic given the De La Cruz time earlier in the season. Mateo is very fast but Elly is even faster.
Can you show me where you got that from?
Elly De La Cruz had the second fastest time to third since 2020 earlier this season and he came in at 10.83. If Mateo managed an 11.00 when he didn't even get out the box well and "eased up" that would be amazing.
