I however am fine with them using whatever as long as they don't get caught. And since teams very rarely target pitchers for using it...
I think they were cutting edge but everyone else caught up to what they were doing. It remains to be seen if they will continue to innovate. Hopefully they do, but the cutting edge in in a constant state of flux.

His spin rate has increased by 400 (451) this season.
He also had a random start a few years ago in which his spin rate was 400 higher than what in any other start that year.

This isn't the first, or the second, time I've heard this about Diaz. It's part of the reason I thought it would benefit him to be on a more aggressive promotion schedule.
If I were a team and he was willing to sign a long term deal I'd be worried he'd stop using the illegal substances he's using to increase his spin rate.
If you think Elias came in as a first time GM and actually had "total control" I don't know what to tell you.
I think he had the ability to shift spending.
Even if you think the numbers are incorrect I think comparing the yearly totals have value. You have to assume that one year is going to be as accurate as the next. I don't think they just suddenly missed 5M in spending in 2019.
