From all I've seen the O's offered him three years. They hardly insulted him. I've not heard of him harboring any ill will the O's only offered three years. Have you?
Because they wanted to be able to give in depth instruction to their more viable prospects. If he plays this year or not you don't want AR to miss an entire season of instruction.
Why would the Marlins, in contention for the worst team in baseball, want Bleier?
To me the need to fill out a roster is the only rational reason they would trade for him.
Because right now the Marlins can't field a team. The league needs them to be able to field a team.
The O's aren't going anywhere this season, they can "lend out" a reliever.
Not as if the O's are going to be battling the Marlins for a playoff berth.
I don't think so. I think this is pretty much just to help the Marlins have enough players to put together a team. It's a courtesy trade. It's why I think the O's just might get him back as the PTBNL.

We don't know. Odds are good he was busy dropping the ball but maybe he's been with the teams and the union trying to get these players reigned in? I doubt it but maybe. I don't think him going out from day one and calling folks out would have been beneficial.
