I didn't say he was good, but he's certainly no worse than the same level as LeBlanc or Milone. I also misread the average and the top speed, my apologies.

O's are paying LeBlanc 297k and Milone 371k each.  They would have to pay Folty over 2M if they claimed him.  I doubt the O's would have signed LeBlanc or Milone if they had to pay them at the rate of Folty.

Btw, with this and a couple other starting pitchers not showing up for the Braves, expect them to be looking for any half-way decent veteran starting pitcher - someone like Cobb or LeBlanc.
