It looks like if the Orioles and Tigers are tied the game would be played in Baltimore.

So according to the tie-breaking rules for ties Head to Head play would be the tie breaker. As the Orioles won the season series if we tie the Tigers the game would be in Baltimore. Well assuming we are tied for last wild card spot. And not tied for just missing the playoffs which seems unlikely. Or tied for the first wild card spot if the Blue Jays totally collapse.
