It’s possible that McDaniels uses a different criterion for eligibility for his prospect list than the MLB rookie standard.  I heard Jon Meoli say on a podcast that BA uses a different standard (and Stowers was on BA’s O’s top 10 list for that reason), so perhaps McDaniels does as well.
