I like it. It does appear to  give some semblance of control for the treatment, and non-abuse of these children.

Agreed, and I appreciate the use of "children" because that is what the majority of these youngsters are. What many of these kids have to go through is unconscionable.

And which ones choose to exploit that market inefficiency. And How many threads are posted here about how stupid the Orioles are for not.

This sounds like a good development for everyone involved. Even being voluntary, it will separate the bad Buscones from the good ones. It will help the youngsters to not be forced into "B-12" shots, and MLB will have a better, safer way of acquiring young Dominican talent.

If that were true, it wouldn't be as bad for the children. There is physical predation that few discuss.
