How can Grayson’s FB only be rated a 65?

The reason that I asked the original question is because there’s a prospect in the Blue Jays system, Nate Peterson who had an 80 grade for his fastball and I gotta think that even though a 65 grade is good how is a fastball as dominating as Graysons is not higher than a 65?

Who grades Pearson’s FB at 80?    Fangraphs graded it a 70 going into this season, but opinions can vary.  Also, when (and by whom) was Rodriguez graded a 65?   He’s been gaining velocity each year, so a grade given before this season wouldn’t necessarily be given today.  

In any event, and this is just my opinion, Rodriguez’s fastball is a little straight, and if that’s all he had in his aresensl, I think major leaguer hitters would dial into it and hit it.   But he’s got a devastating changeup and very solid slider and you really don’t know which of those pitches is coming, and that’s what makes him a top prospect, not just the velocity on his fastball.
