I think there's a good chance EdRod by himself will, and besides that - if he had the option of using all those guys, he'd have been a short-sighted fool to have basically traded the 14th pick for Gallardo, imo. A relatively small market team with a poor farm system will likely implode at some point if they trade their high to mid 1st round picks.

What I meant is if the youngsters were on the Orioles in 2016, would they outperform what Gallardo will do. In the AL East. Not in AA or AAA.
