What in the world does that mean? About his delivery?

if a prospect is described as a "pop-up" guy, that means he was a late riser, someone who attracted most of his attention just this spring.

Not very familiar with that term after following draft for nearly 15 years.

My guess is that "pop up" refers to a prospect who wasn't followed that closely but added velo recently. Many guys with MLB pitcher's frame in HS who pitch in the 80s as juniors and suddenly pop up on radars having gone from 85 to 92 mph. I like these kind of kids generally as they learn how to pitch better than the guys who are just blowing fastballs by kids as juniors.

The downside seems to be increased risk of arm injuries with the bigger spikes in velo at this age.
