In the 23rd and 24th round the Orioles select two SoCal pitchers with some good upside.

Anthony Kirbis, RHP, 6'2" 200

Kirbis, with a solid pro body at 6-foot-2, 210 pounds, throws harder more consistently in the 92-94 mph range. A fan of pitching guru Tom House, he came to San Diego to meet with House and decided to transfer nearby, walking on. He throws a decent curveball but needs to locate it better. He led the team in wins and had a better season than Lowe (8-2, 3.08 vs. 4-5, 3.65).

Dan Klein, Servite HS, RHP 6'3" 195lbs.

UCLA recruit Dan Klein has more polish as a football quarterback, though he'll focus on baseball for the Bruins. He has a feel for spinning a breaking ball to go with fringe-average fastball velocity, good changeup and excellent athleticism at 6-foot-3 and 200 pounds.

I really like the Kirbis pick.

Klein is a first round talent guy who is most likely going to UCLA no matter what, but if the Orioles could somehow show him the money, he'd be a the third first round talent in the draft along with Wieters and Arrieta.

By the way, there's a good chance Arrieta signs quickly.
