I've noticed that the Rays seem to get "lucky" with a lot of their promising young starters, while the Orioles very rarely get "lucky" with theirs.

Why are the Rays so good at it and we're so bad at it, historically? Some of it, as with everything else, is a difference in the quantity of pitching prospects because of the Orioles' limited use, but there's got to be more to it than that?

Are the Rays' pitching coaches and instructors the best or among the best in the business, and if so why don't they get hired away by teams with a lot more money than the Rays?

Not when you hedge your bet with 47 or 48.   Besides, 47 should be an asterisk with the team Houston put on the field after the 3rd inning.
