I've noticed that the Rays seem to get "lucky" with a lot of their promising young starters, while the Orioles very rarely get "lucky" with theirs.  :noidea:

Why are the Rays so good at it and we're so bad at it, historically? Some of it, as with everything else, is a difference in the quantity of pitching prospects because of the Orioles' limited use, but there's got to be more to it than that?

Are the Rays' pitching coaches and instructors the best or among the best in the business, and if so why don't they get hired away by teams with a lot more money than the Rays?

I can’t say how or why.    But check the numbers from this thread last year:

Not when you hedge your bet with 47 or 48. ?  Besides, 47 should be an asterisk with the team Houston put on the field after the 3rd inning. 

3 teams in the league finished with at least 100 wins
Boston 108 (franchise record was set vs. Baltimore)
Houston 103 (franchise record was set vs. you guessed it, Baltimore)
NY 100

3 teams in the league finished with at least 100 losses
Baltimore 115 (franchise record)
KC 104 (2nd all time - tie)
CHW 100 (4th all time)

2 more teams finished very close to the century mark
OAK 97 wins
DET 98 losses

It was clearly feast or famine in the American League.

Makes for a pretty dull season IMO.    But the postseason should be interesting.
