I think it’s Mariñez. I think that article implies that in the next paragraph and I think Roch alluded to this earlier.

I’ve always wanted to disagree with you in this, but alas it is what it is. Buck does seem to call out rookies every year.

If you read Roch's entry (to which the OP is referring), which is time-stamped at about 5:00 a.m., you'll see that Buck's comments are sandwiched between Roch's notes on Marinez not be activated and being unlikely to return. Buck's comments came before Mullins even got up this morning.

It's his hip. Possibly strain during the double header. They don't want to push it too much now so they can really see him in September. He also has the hamstring injury history to be aware of.

Same thought, because Marinez was in Baltimore for 2 days then left. They made it sound like he would come off the DL when he was here, then something changed their mind.

I agree with Stef that Buck is not referring to Mullins in his comments.   It still seems like a pretty useless comment.
