You do realize that at this point in the offseason last year Duquette had signed three international players— Elias has signed 19 so far.

This isn’t an international signing though, it’s a trade with the Phillies.

Duquette was dealing with an owner who impeded signing International players.  Supposedly Elias isn't.

Not true. The signing period started July 2nd. Elias was hired November 16th. Keep your pitchforks in the shed until late summer.
