Can someone fill me in why the Orioles are playing a 0.087 hitter consistently?

Stowers is at his best when he going to all fields. Pulling outside sliders is a great way to ground out to second. I've clearly been a Stowers guy, but I won't lie, he's looking the worse I've ever seen him at any level. 

He's batting scared and with no plan. No way a proper swing decision is swinging at a 1st pitch outside low slider.
