So when they tender the contract, they specify an amount which is the same as their arbitration offer?

There is an amount in the contract (a contract without consideration is not a contract), but it does not have to be the same amount that is offered for arbitration purposes.

The arbitration process begins when the player asks MLBPA to file for arbitration on their behalf. After the filing, the two sides exchange arbitration figures on a date specified in the CBA.
