O's acquire Alec Asher - RHP

Maybe it's already been answered, but why was this guy available from Philly?  Was there a 40-man crunch?  It seems like this is the type of pitcher that would make sense for them to hold onto.  He isn't arb-eligible until 2020 and FA-eligible until 2023.  As far as prospect status, he wasn't a top guy.  Seems like he was just outside of Texas's top-10 in 2013 and 2014.  Seems like he dropped off the map a bit ranking-wise after that.  He was still viewed as a potential back-of-the-rotation starter as of the Phillies deal, though:

Asher was a solid sign by the Rangers as a fourth-round pick in 2012, lacking a high ceiling but with a high chance to reach the majors and potentially stick around as a back-end starter. Asher has a solid-average fastball that parks in the low-90s and gets as high as 95. His control is advanced and he moves the ball around the strike zone effectively. Asher’s ERA has gone up each of the last two years as he’s moved up levels, ballooning to 4.73 this season in Triple-A Round Rock despite solid peripherals with 7.5 K/9 and 2.6 BB/9. The problem is that he doesn’t have one true plus, swing-and-miss pitch in his repertoire. His slider and changeup will flash average at times, with the slider more advanced than the curveball, but they’re inconsistent, so he operates with little margin for error. He’s a back-end starter if everything clicks, with Philadelphia the perfect opportunity for him to break through on a rebuilding team.

He failed a drug test last June, which didn't exactly endear him to the organization.

It's pick ups like this that makes Dan the King of Smoke and MIrrors. He might be ordinary at best in the offseason, but he also one of the best in-season GM's in baseball on a consistent basis.
