He's under team control through 2029.   He hasn't reached arbitration yet and hasn't signed a long term deal, so like Gunnar and others he is making the major league minimum on year to year contracts.

He can have a 1 year contract but doesn’t qualify to be a free agent because of service time.

Yeah, he's pre arbitration.  Teams do 1 year deals.
