Are they going to exercise the option on Garcia?

I would think so. When healthy, he's the best pitcher on the team. A bigger question, in my mind, is whether they make a qualifying offer to Lackey, With Wainwright, Jaime Garcia, Wacha, Carlos Martinez, and Lance Lynn, they have a full and strong rotation, even without tapping prospects Marco Gonzalez, Tyler Lyons, and Tim Cooney. However, we know from experience that pitching staffs usually have injuries and Lackey has been invaluable since being acquired from the Red Sox.
