He can get a loss after 4 if his team is behind when he leaves.  However if he leaves after 4 and his team is a head he can't get a win.   Obviously in this situation his win / loss record is completely meaningless.

I'll give you the number can be a bit deceptive. Hall has probably pitched well enough to have a couple of wins.But in his case, Hall has earned the losses. Look at the game breakdowns. A couple of decent outings , but he hasn't pitched well.

Let's take a look at his stats vs. his run support in those games that he lost:

 

6/15 - 4.0 IP, 4 Hits, 1 Run, 2 Walks, 5 K's (Delmarva had 0 runs thru 4 innings)

6/2 - 4.1 IP, 9 Hits, 5 Runs, 2 Walks, 3 K's (Hall came in after the 1st inning of a suspended game. Delmarva only had 1 run prior to Hall entering and did not score while he was in.)

5/27 - 5.2 IP, 4 Hits, 3 Runs, 2 Walks, 3 K's (Delmara scored 1 run during the time Hall was in.)

5/22 - 4.0 IP, 5 Hits, 3 Runs, 2 Walks, 3 K's (Delmarva had 0 runs while Hall was pitching and only 1 the entire game.)

5/6 - 4.0 IP, 3 Hits, 3 Runs 4 Walks, 5 K's (Delmarva got shut out this game.)

 

So during the 5 starts that he lost, Hall got 1 run of support during his actual start.

Hard to win when your team doesn't score for you.

They are just getting him used to pitching as in Oriole where we score 1 run or less in a quarter of the games.
