It offers a window to future budget expectations (though as in the case of Kjerstad, big assumptions can skew the picture considerably when they pan out differently).

It's a bit derivative but IIRC they just attach an expected WAR value for each FV rating, and then multiply that by the $$$/WAR value for the current season.  The expected WAR value I believe is based on past data compared against their actual production, but I could be mistaken there.
